A critical care extension plan, worth €100 million, for the Rotunda maternity hospital has been halted, leaving many concerned about the future of healthcare for vulnerable women and infants. This controversial decision by An Coimisiún Pleanála has sparked debate and raised questions about the balance between preserving historical sites and ensuring access to essential medical facilities.
The proposed extension aimed to enhance critical care services, adding nearly 10,000 square meters of space and increasing the hospital's capacity with additional bedrooms, a labour ward, and a neonatal intensive care unit. However, the plan faced opposition from two third parties, who appealed the decision, arguing that the development would irreversibly alter the character of Parnell Square, a Georgian architectural conservation area.
Despite initial approval from Dublin City Council, the planning commission sided with the appellants, stating that the expansion would compromise the architectural integrity of the square and fail to respect the historic urban character of the surrounding area. They believed that the development would fundamentally change the square's composition and relationship with the adjacent protected houses.
Here's where it gets interesting: the appeals board disagreed with its own inspector's report, claiming that the public benefit of the development did not outweigh the potential harm to the heritage site. They also highlighted the government's plan to relocate the Rotunda to Connolly Hospital in the future, suggesting that the impact on the protected structures and the Georgian Conservation Area could be permanent.
In October 2025, the master of the Rotunda, Prof Sean Daly, called for a review of the planning process for healthcare infrastructure, emphasizing the human and financial costs of delays. The hospital warned that objections could further delay the much-needed wing for critically ill patients, posing a significant risk to the quality of care they provide.
